Yes, but only if you are an internal user with the appropriate role such as Inspector or above within your organisation. You can create a new location by going to Locations and selecting Add New Location, then entering the address using Search Address or Enter Manually, and submitting the form. The location's jurisdiction is set by your organisation and must match; addresses outside your organisation's jurisdiction are rejected.
Additions of buildings (called structures) are done after location creation by opening the location's Structures tab and selecting Add Structure. Only users with editing rights can perform these actions. If you do not see these options, you should ask a Manager, Admin, or Owner in your organisation who has the necessary permissions to create locations or buildings.
